There is a strong moral theme examining the culture of the period, peer pressures and difficult individual choices.。年轻有为的科学家舒立克·迪墨菲耶夫在家全心全力地大搞科学发明实验，并且一而再再而三三而四四而五……地将自己所住的公寓搞停电。伊万?瓦西里耶维奇同志代表广大人民群众的心声前来投诉，却被他拉入了新发明的时光机的首航实验。与此同时，梁上君子米罗斯拉维斯基在牙医家爆窃时恰好与参与“近距离首航”穿越的二人相遇，几番糊弄之下，三人共同穿越到了古代俄罗斯伊凡雷帝的宫殿之上，以为恶魔降临的沙皇陛下落荒而逃，在舒立克的追逐之下进入到现代，而伊万同志与小偷君则留在古代被卫兵追来逐去。混乱之中时光机被意外损坏，由于长相酷似沙皇，伊万同志万般不愿也唯有听从小偷同志的建议扮作“雷”帝与众人周旋……另一边，沙皇同志则呆在舒立克家，毫无疑问地制造着一连串的误会与混乱……。
