A thought experiment equal parts sci-fi and meditation shot in searing images.。故事发生在明朝中叶，当时的社会贪腐成风、民怨沸腾。叶逢（刘徳凯饰）身为朝廷內侍锦衣卫，却有绿林英侠气概，他专杀贪官污吏，朝廷奸党对其恨入骨髓，欲除之而后快。被追杀途中，叶逢偶遇知已施吉（周超饰）小和尚，施吉师徒因寺院被官府查封，无奈前往京城以求栖息。顾命大臣魏承天（张国柱饰）之子魏英杰（李进荣饰）自侍权高位重，横行京城飞扬跋扈，无人敢惹。目睹此景，施吉认为只有考取状元，接近皇帝，才有可能为民除害。于是，天资聪慧的施吉金榜题名高中状元，并讨得小皇帝欢心。施吉用自己特殊的身份帮皇帝推行新政，俩人终成莫逆。不料，皇太后（刘雪华饰）听信谗言，将施吉看成了眼中钉......。
